The Committee supports the implementation of the Convention on the recognition of qualifications concerning higher education in the European region (Lisbon Convention) by encouraging countries to follow shared principles and good practices. It does this by adopting recommendations, declarations, protocols, and other tools that help national authorities apply the Convention effectively. It can also take the lead in developing new guidance when needed.

At its tenth session, the Committee is expected to adopt a revised Code of Good Practice in Transnational Education (2007) and approve the updated Joint ENIC/NARIC Charter of Activities and Services. It will also agree on a new Work Plan for 2025–2028 and elect the members of its Bureau.

Higher Education regional Convention for Europe and North America: The Lisbon Convention

The Lisbon Convention is open to Member States of the Council of Europe, Member States of the UNESCO Europe Region as well as any other signatory, contracting state of party to the European Cultural Convention of the Council of Europe and/or to the UNESCO Convention on the Recognition of Studies, Diplomas and Degrees concerning Higher Education in the States belonging to the Europe Region, which have been invited to the diplomatic conference entrusted with the adoption of this Convention. The Convention was adopted on 11 April 1997 in Lisbon, Portugal and entered into force on 1 February 1999.
